Without ATIPS and its services, the world will not be able to know what Leo Lin intended to do. Leo Lin, a professional technology and intellectual property talent, assisted AT&A/Lucent Tech to authorize its patent to the Taiwan Industrial Technology Research Institute, the semi conductor industry and the computer industry in Taiwan . He is a master in the field of intellectual property management.
Leo Lin was the director and manager of Asia Pacific of Intellectual Property Division of AT&T/ Lucent Tech. With his 17-year experience in this company, he mastered the model of how international enterprises commercialize technology R&D. He worked for the R&D and sales departments in the U.S. Abbot laboratory for 7 years, where he developed another expertise. Due to his success in patent authorization, Leo Lin had the impetus to promote Technology basic laws with entrepreneurs, officials and scholars. He was the pioneer of the intellectual property field in Taiwan . He asked AT&T/Lucent Tech to contribute 5% of its authorization fee to establish the Asia -Pacific Intellectual Property Association (APIPA), which accumulated about NT$ 400 million in 10 years. It was the start and foundation of protection on intellectual property in Taiwan .

Establishing The Benchmark of R&D Service Industry
Asia-Pacific Technology & Intellectual Property Services Inc. (ATIPS) was incorporated by several domestic businesses in 1997. Its starting capital was NT$ 1.6 million. Among the service industry, where most businesses are small and have little capital, ATIPS can be categorized as a middle sized enterprise. Since its foundation, ATIPS has shown its extraordinary vigor. This year, the total annual turnover of ATIPS is expected to exceed NT$ 130 million. ATIPS has a very promising future.

Leo Lin, current president and CEO of ATIPS, guides the operation tactics of ATIPS. Over the years, he completed establishing professional intellectual property service through continuously merge and acquisition. Now the elite team of ATIPS has 50 team members in the Neihu headquarter in Taipei and the second Intellectual Property Office of the Ministry of Economic Affairs in Shenkeng. The Neihu headquarter is where the core operation of ATIPS takes place. It is also where departments of decision making, marketing, administration and finance, as well as the project implementation team, are located. Delegated by the Intellectual Property Office of Ministry of Economic Affairs, the second Intellectual Property Office in Shenkeng is in charge of carrying out projects of researching patent applications of electronics and electronic machinery. Next January, eleven professionals serving the Defensive alternative military service will join ATIPS to accelerate the R&D, value adding and rooting of intellectual property service in Taiwan .
To speed up expanding the intellectual property right market, ATIPS established an office in the Chung-Shang Institute of Science and Technology, which approved ATIPS to station in the Lung-Yuan Research Park Incubation Center . Therefore, ATIPS is able to offer services and a professional examination and consultation platform in the institute. It can also have closer interaction with the high tech businesses at the HsinChu Science-Based Industrial Park to offer timely intellectual property services. In less than 10 years, ATPIS has grown to be a big enterprise. Leo Lin, however, does not think he had the advantage of being a pioneer. He hopes that the market of intellectual property service can be expanded rapidly so that more burgeoning companies can join this market. “If Taiwan wishes to become a R&D based science and technology island, it has to encourage more people to join the intellectual property service industry.”
The Industrial Development Bureau of Ministry of Economic Affairs approved 14 intellectual property service companies. Intellectual property service industry is also listed as a “burgeoning important strategic industry.” ATIPS, a pioneer in this industry, can implement 14 intellectual property services, which were defined by the Industrial Development Bureau. ATIPS is the top provider of the intangible asset and technology assessment service. According to Leo Lin, intellectual property services are not products, so they can not be reduplicated at a fast speed. Even the talents in ATIPS have to go through a long and difficult process before making any achievement. The formation of the R&D service industry experienced a lot of difficulties. However, in the current environment, Taiwan is not allowed to stop and observe others. Taiwan has no choice but improving itself to step into the international level. “We need to work hard together towards globalization and then present Taiwan 's added value to the whole world,” said Lin
