Establishing A Benchmarking Platform
With fast improving knowledge based economy, intellectual property-related training programs have to speed up as well. Funded by a special project of the Ministry of Economic Affairs, ATIPS developed a system technology of “Business Interactive Platform of Intellectual Property Management,” and commercialize this technology as a product, “IPWIN Intellectual Property Management Service Platform,” which is integrated with the professional experiences of ATIPS. This platform functions as a learning channel for the industry to learn about intellectual property management. “IPWIN Intellectual Management Service Platform” consists of three major parts:

1.  Intellectual Property Information Management Platform: includes a global database. For example, patent information of the United States and European Union can be found and downloaded directly online. The completeness rate of this database is higher than any other database in the market. Meanwhile, we can create a value-added customized patent database, which will enhance employees' efficiency as well as retrieving efficiency, for our clients to meet their special needs in different technology fields.

2.  A complete intellectual property service package: When clients are using the database or the management analysis tool, they are often faced with problems of not able to explain and utilize some graphs and charts. The database and the tool are not helpful for the management of a business to construct a complete managing philosophy of intellectual properties. After businesses apply IPWIN, senior patent analysts of ATIPS will work with businesses to diagnose their intellectual properties and offer a package plan on how to manage their intellectual properties. Therefore, businesses can receive both analysis result and strategic suggestions. Leo Lin also pointed out that what the management cares most are how to strengthen patent arrangement, authorize the most valuable patents and give up patent maintenance.

3.  Serving an agent for domestic and foreign Products: At this platform, we will integrate foreign products to internationalize the platform and its resource. In the future, after this type of management is promoted to other countries, we can create more business opportunities. Foreign products include the patent database of Chinese Herbal Medicine and the U.S. MicroPatent.
